feat(dsl): add DSL.Types — unvalidated configuration types 33df4c8a5d

Implement the unvalidated DSL intermediate representation with SectionDecl,
UnvalidatedProfile, UnvalidatedService, and UnvalidatedConfiguration types.
These store declarations in source order for semantic validation.

- Add 3 passing tests for SectionDecl, Action, and UnvalidatedConfiguration
- All 31 tests pass
