Цель

Поднять инфраструктурный scaffold Rust-библиотеки Toad без реализации actor API.

Scope

  • Создать library crate toad на edition 2024 с tokio, serde, serde_json, thiserror и tracing.
  • Добавить LGPL-2.1-only лицензию и Cargo metadata.
  • Добавить flake.nix и flake.lock с dev shell, formatter, clippy, test и package checks.
  • Настроить Forgejo CI через nix flake check.
  • Добавить Justfile, README.md, AGENTS.md и CODESTYLE.md.
  • Явно использовать tea для Forgejo operations.

Отложено

  • Toad и ToadHandle.
  • Вход обновлений IR и выход снимков SystemState.
  • Cancellation, shutdown и lifecycle дочерних задач.
  • Actor loop, scheduler, probes и state aggregation.
  • Actor smoke tests.

Эти пункты требуют отдельного issue или явного расширения scope.

Критерии приёмки

  • cargo fmt --check проходит.
  • cargo check --all-targets --all-features проходит.
  • cargo clippy --all-targets --all-features -- -D warnings проходит.
  • cargo test --all-targets --all-features проходит.
  • nix flake check --keep-going --print-build-logs проходит.
  • README явно говорит: Toad наблюдает и публикует состояние, но не принимает policy/action решения.
